Businesses and government agencies can submit claims to the international Register of Damages through Diia
As of April 29, 2026, the list of categories in the international Register of Damages (RD4U), established under the auspices of the Council of Europe, has been significantly expanded. Now not only individuals but also business representatives and government agencies can submit claims for compensation for damages caused by russian aggression.
The Registry’s new phase focuses on five key areas. For the public sector the option to document damage to both critical and non-critical infrastructure is now available. Businesses of all ownership types can submit claims regarding damage to or destruction of property as well as loss of assets. An important feature of these categories is that they allow for the documentation of not only direct physical damage but also financial losses including lost profits or the complete cessation of business operations.
The application submission process is digitized and implemented through the Diia portal at the following link: https://diia.gov.ua/services/RD4U
Specifically for legal entities the “Digital Powers of Attorney” tool has been introduced allowing managers to submit an application independently or through an authorized representative. Currently 21 of the 43 planned categories of the Register have already been opened creating a solid evidentiary basis for future decisions on the payment of reparations.
At the same time, work is underway to establish a compensation commission. In December 2025 more than 35 states and the European Union signed the relevant Convention which lays the legal foundation for the actual calculation of payments. Systematic documentation of damages is a necessary step to ensure the aggressor’s accountability and the subsequent restoration of Ukraine’s economic potential.
