The President of Ukraine signed Law №2390: What changes and how will it impact businesses?
On January 2, 2025, President of Ukraine Volodymyr Zelenskyy signed Law №2390 aimed at repaying debts incurred in the wholesale electricity market before July 1, 2019. The document, initiated back in 2019, was an important step towards stabilizing the country’s energy market.
The law creates the preconditions for stable settlements between market participants and paves the way for the final transition to a competitive model of the electricity market. The law also provides for amendments to the Bankruptcy Code of Ukraine designed to protect SE Energorynok from bankruptcy and provide conditions for repayment of debts accumulated before July 1, 2019.
It is worth noting that the moratorium on satisfaction of creditors’ claims during bankruptcy proceedings, according to the law, does not apply during the period of settlements between electricity market participants in accordance with this legislation.
