The Status of Critically Important Enterprise in 2026: Changes to the Minimum Wage Requirement

One of the mandatory criteria for enterprise to obtain the status of critically important for economy and ensuring the livelihood of the population infrastructure during a special period is setting the minimum wage of employee at the introduced level. 

According to Clause 2 Sub-clause 6 of the Criteria and Procedure, approved by the Resolution of Cabinet of Ministers No 76 dated January 27, 2023, an enterprise can be recognized as critically important infrastructure only if the average accrued salary of its insured employee for the last calendar month is not less than the minimum wage of employee multiplied at 2.5 coefficient.

What does it mean in practical terms in 2026?

The Ukrainian law “On the State Budget” sets the minimum wage at 8 647 UAH per month starting January 1, 2026.

Thus, the minimum wage considering the coefficient of 2.5 required for critical infrastructure enterprise is: 8 647 UAH x 2,5 = 21 617,50 UAH. 

Therefore, compliance with one of the mandatory criteria for critically important enterprise in 2026 means that the average accrued salary of its insured employee for the last calendar month must be at least UAH 21,617.50.
