Ukraine presents $31.4 billion worth of green energy projects in Stockholm
On 27 October 2025, in Stockholm, Ukraine presented investment projects worth a total of USD 31.4 billion aimed at the green transformation of the country’s economy. The event took place as part of Ukraine’s Energy and Climate Investment Roadshow in Sweden, organised to attract Swedish government institutions, financial structures and companies to cooperate with Ukraine. The projects presented include the modernisation of energy infrastructure, the development of renewable energy, decarbonisation of industry, production of equipment for hydrogen technologies and implementation of advanced nuclear solutions, and are accompanied by analytics for the agricultural, cement, metallurgical and mining sectors in the context of the EU Border Carbon Adjustment Mechanism (CBAM). During the event, the Ukrainian delegation held talks with Swedish partners on the creation of a joint fund for joint energy and climate projects, and agreed to expand the insurance coverage of Ukrainian-Swedish projects to €160 million in 2026 through EKN (Swedish Export Credit Guarantee Agency).
Simplified grid connection for new generation facilities extended until October 2026
On 28 October 2025, the NEURC extended the simplified procedure for connecting generating facilities to the power grid until 1 October 2026 (previously valid until 1 January 2026). This decision allows new applicants to submit documents for simplified connection by 1 May 2026 and complete technical connection by 1 October 2026. This step is due to the risks of losing part of the generation capacity due to possible shelling during the heating season, delays in equipment delivery, and limited resources, which complicate the timely commissioning of new generating capacities.
Fixed electricity tariffs for households preserved for heating season
On 22 October 2025, the Cabinet of Ministers of Ukraine extended the special obligations (PSO) on the electricity market for the population until 30 April 2026. During the heating season, the current fixed tariffs will remain in place: 2.64 UAH/kWh for consumption up to 2,000 kWh per month and 4.32 UAH/kWh for consumption above this limit.
Parliament backs draft law on strategic energy infrastructure projects
On 16 October 2025, the Verkhovna Rada Committee on Energy and Housing and Utilities Services recommended that parliament adopt draft law No. 13450 “On infrastructure projects in the energy sector that are in the public interest” as a basis. The purpose of the draft law is to create legal mechanisms for the implementation of strategically important energy projects and to attract investment in the development of critical infrastructure.
Gas market PSO extended with new price caps for the heating season
On 10 October 2025, the Cabinet of Ministers adopted Resolution No. 1306, extending the special obligations on the natural gas market from 31 October 2025 to 31 March 2026. With this decision, the government fixed preferential gas prices for the population and producers of heat and electricity from gas for the entire winter period. In particular, for gas-fired thermal power plants/combined heat and power plants, the maximum gas price under the PSO was increased from UAH 14,000–18,000 to UAH 16,000–21,000 per 1,000 m³ during the heating season. The resolution also obliges the gas transmission system operator to purchase a specified volume of imported gas by the end of March 2026 to ensure stability of supply.
Draft law on small modular reactors (SMRs) introduced in parliament
On 9 October 2025, the Parliamentary Committee on Energy and Housing and Utilities presented a draft law on the introduction of small modular reactors (SMRs) in Ukraine. The draft law aims to create a legal framework for the construction of SMRs, attract private investment in this area, promote the restoration of energy infrastructure, and reduce dependence on imported fossil fuels.
NEURC clarifies roles in joint electricity production through new resolution
On 7 October 2025, the NEURC adopted Resolution No. 1588 on amendments to the Code of Commercial Accounting for Electricity. In particular, the amendments introduce new definitions of the terms “main producer” and “sub-producer” of electricity, which clarify the distribution of responsibility in the case of joint electricity production by several entities. These innovations are intended to improve electricity metering and increase the transparency of mutual settlements in the market.
