WEBINAR | Public-private partnerships in Ukraine

Public-private partnerships (PPPs) in Ukraine have reached a new level of development following legislative reforms. The changes have made interaction between the state and business more understandable and predictable for investors. As a result, PPPs are already becoming a real mechanism for launching long-term investment projects and cooperation with international partners in the areas of reconstruction and modernisation of the country.

To provide businesses with a structured overview of these transformations, the Norwegian-Ukrainian Chamber of Commerce together with experts in corporate law and M&A from GOLAW will hold a webinar entitled “Public-Private Partnerships in Ukraine”. The event will take place on December 2, 2025, at 2:00 p.m. Kyiv time and will be conducted in English.

During the webinar, participants will gain a practical understanding of how PPPs work in Ukraine following the legislative update. Key forms of public-private partnership, the sequence of stages in project preparation and decision on PPP implementation, and the updated procedures will be discussed. Special emphasis will be placed on industry priorities currently determined by martial law and on PPP projects that are already in the preparation stage for implementation. 

The topics covered will include key aspects of PPPs that are of interest to Ukrainian and Norwegian businesses, in particular forms of partnership, the role of public authorities, recent legislative changes, implementation stages and military factors and related changes, as well as practical examples, available opportunities for participation in infrastructure, energy, transport, utilities and social projects.

The speakers will be:

  • Partner at GOLAW, Head of Corporate Law and M&A practice, Attorney at law Oleksandr Melnyk;
  • Senior Associate at Corporate Law and M&A practice at GOLAW Yevhenii Ahashkov.
