Investing in Ukraine’s reconstruction: key facts about public-private partnership
Ukraine needs large-scale reconstruction, the cost of which is already estimated at over USD 500 billion. One of the most effective ways to attract investments to Ukrainian cities is through public-private partnerships (PPPs). This is a format in which the state and a private partner jointly implement large projects, ranging from road construction to energy infrastructure recovery.
GOLAW lawyers in cooperation with SCG Legal held a webinar concerning PPP and why this is relevant for investors.
The main topic of discussion was the new PPP law, which came into force on 31 October 2025.
Partner at GOLAW, Head of Corporate law and M&A practice, Attorney at law Oleksandr Melnyk and Senior Associate at Corporate law and M&A practice at GOLAW Yevhenii Ahashkov shared insights on the model of public-private partnership in Ukraine, in particular, they discussed the simplified and standard procedures, the need for a concept note and feasibility study as well as the procedure and terms for making decisions on the implementation of PPP projects.
