Extension of the quarantine and strengthening the quarantine restrictions for the yellow zone

The Cabinet of Ministers of Ukraine has extended the duration of an adaptive quarantine on the territory of Ukraine until March 31, 2022. The respective changes were adopted at the Government meeting on December 15, 2021.
Earlier, on December 6, 2021, the decision of the Cabinet of Ministers of Ukraine on strengthening the quarantine restrictions in regions with a yellow level of epidemic danger had come into force.
The respective restrictions are applied especially to unvaccinated citizens. It connects with the legislation requirement to receive at least one dose of the COVID-19 vaccine, to have a valid negative test or a certificate of recovery to visit the public facilities, restaurants, gyms, entertainment establishments, and participate in public events.
In this regard, in regions with a yellow level of epidemic danger the following acts shall be prohibited (in particular, but not limited to):
- holding mass (cultural, sports, entertainment, social, religious and other) events;
- activity of cinemas, other cultural institutions and other entities carrying out their activity in the field of culture;
- operation of catering establishments (bars, restaurants, cafes, etc.), except for targeted delivery and takeaway orders;
- activity of entities providing accommodation services (except hotels, sanatoriums, institutions providing social services, rehabilitation institutions for people with disabilities and children with disabilities, etc.);
- reception of visitors in gyms, fitness centers, swimming pools, excluding athletes of national teams of Ukraine and their coaches;
The above restrictions for the yellow level of epidemic danger are not applicable if all participants (visitors), excluding persons under 18, and the organizers of the event (employees of the institution) have one of the following documents:
- a negative result of COVID-19 test, made no more than 72 hours before the event (visit to the institution);
- a document confirming receiving a full course of vaccination;
- a document confirming receiving at least one dose of COVID-19 vaccine. Such a document can be used within 30 days from the date of the dose receiving;
- international, domestic (or foreign) COVID-certificate of yellow or green color, or confirming: either a negative COVID-19 test result or recovery from a specified disease, the validity of which can be confirmed, in particular, by the mobile application “Diia”.
The Cabinet of Ministers of Ukraine has also renewed certain restrictions for the red level of epidemic danger. Therefore, in regions with a red level of epidemic danger the following acts shall be prohibited (in particular but not limited to):
- work of public catering establishments (bars, restaurants, cafes, etc.), excluding address delivery and takeaway orders;
- work of shopping malls and other entertainment establishments, cinemas, theaters, etc.;
- operation of non-food markets and shops, gyms, swimming pools, and fitness centers;
- work of educational institutions, excluding institutions where 100% of employees have green COVID-certificates;
- holding all mass events, excluding official sports events and matches of team kinds of sport without spectators;
- work of cultural institutions and holding cultural events, excluding the work of car concerts, car cinemas, historical and cultural reserves, business entities involved in the production of audiovisual works;
- regular and irregular transportation of passengers by road and rail within the respective regions (only by the separate decision of the regional commission on technogenic and ecological safety and emergencies);
- boarding passengers in the road or rail transport providing connections between regions;
- work of institutions providing accommodation services (hostels, hotels, etc.).
The above restrictions for the red level of epidemic danger are not applicable if all participants (visitors, users), excluding persons under 18, and event organizers (employees of the institution, market) have one of the following documents:
- a negative result of COVID-19 test, made no more than 72 hours before the event (visit to the institution, market);
- a document confirming receiving a full course of vaccination;
- international, domestic (or foreign) COVID-certificate of green color or confirming: either a negative test result or recovery from COVID-19, the validity of which can be confirmed, in particular, by the mobile application “Diia”.
Restrictions on the green and orange levels of epidemic danger, as well as restrictions on the entry of foreigners and stateless persons into the territory of Ukraine and the list of persons subject to self-isolation remain unchanged.
