New tariffs, legislative changes, connection monitoring, market research, digitalization and transparency in the subsoil sector
Updated electricity distribution tariffs effective from 1 September
On 26 August 2025, the NEURC adopted a series of resolutions establishing updated tariffs for electricity distribution for distribution system operators. The new tariffs will start to act on 1 September 2025. The decision also provides for measures to reduce debts in the distribution sector and ensure adequate preparation for the heating season. The new resolutions are aimed at stabilising the financial condition of distribution companies and increasing the reliability of energy supply during peak loads.
Parliament backs RES reform in first reading
On 21 August 2025, the Verkhovna Rada adopted in the first reading draft law No. 13219 “On Amendments to Certain Laws of Ukraine Regarding the Improvement of Competitive Conditions for Electricity Production from Alternative Energy Sources.” Introduction of a “clean premium” instead of contracts for difference until the end of 2029; flexible quotas between RES technologies; new financial instruments for small and medium-sized investors; improvement of guarantees of origin of electricity.
Automated connection monitoring system launched
On 1 August 2025, the NEURC began the phased implementation of an automated system for monitoring services for connection to electricity networks. During the first 30 days, the system was gradually launched, and on 31 August 2025, it became fully operational. The new system allows real-time collection and analysis of data on the provision of connection services, control of connection times, and prompt detection of violations. This step by the regulator increases the transparency of connection procedures and contributes to more efficient operation of network operators.
NEURC investigates wholesale market price fluctuations
On 10 September 2025, the NEURC announced the start of a preliminary investigation into possible abuses in the wholesale energy market in August-September 2025. The regulator recorded a sharp drop in prices on the “day ahead” market. The BASE index fell from around UAH 5,189 per MWh in August to UAH 3,328 per MWh in September. The aim of the investigation is to identify the causes of extreme fluctuations and prevent potential manipulations that negatively affect market stability.
Digital register of oil and gas wells officially launched
On 3 September 2025, the State Service of Geology and Subsoil of Ukraine officially launched the State Register of Oil and Gas Wells of Ukraine. This register contains data on more than 12,500 objects, including active, mothballed and monitoring wells. The launch of the digital register is an important step towards the digitalisation of subsoil management, which will contribute to increasing transparency in the oil and gas industry and simplifying administrative procedures. Access to public information is provided free of charge through the services of the State Geological Web Portal, the Unified State Electronic Geoinformation System for Subsurface Use, and the Unified Environmental Platform “EcoSystem”.
