Launch of the European Flagship Fund for Ukraine’s Recovery
The European Commission announced the launch of the European Flagship Fund for Ukraine’s recovery. The initiative is being implemented jointly with France, Germany, Italy and Poland, with the participation of the EIB, KfW, CDP, BGK and Proparco. The Fund aims to mobilise up to €500 million by 2026 to support Ukraine’s economy through private investment. An initial contribution of €220 million is being provided as “catalytic capital” to reduce investor risk. The Fund will invest in renewable energy, infrastructure, digitalisation, industrial modernisation, critical raw materials and dual-use goods. The Fund is expected to strengthen the private equity market in Ukraine, stimulate the creation of new capacities and jobs. Operations are expected to begin by the end of 2026.
Launch of the Ukrainian Renewable Energy Investment Risk Mitigation Mechanism (URMM)
The European Bank for Reconstruction and Development (EBRD) and the European Commission have announced the launch of the Ukrainian Renewable Energy Investment Risk Mitigation Mechanism (URMM). This is a unique European de-risking instrument designed to unlock up to €1.5 billion of private investment in the construction of 1 GW of new renewable energy capacity in Ukraine. The URMM guarantees a minimum electricity price for investors, which significantly reduces the risks of guaranteed buyout, increases bank confidence, and stimulates the launch of new projects at a critical time for the country. The mechanism is being implemented under the Horizon Europe programme with the support of the European Derisking Energy Platform, in cooperation with the Ukrainian government, the European Commission, the EBRD and other partners. The European Union has already approved €180 million in support of URMM under the Ukraine Investment Framework (UIF) initiative, and the Dutch government plans to provide another €12 million in grant assistance. Other European countries are also expected to participate. What makes the initiative particularly important is that its concept originated in the private renewable energy sector of Ukraine and was developed in close cooperation with the European-Ukrainian Energy Agency, the Ukrainian Wind Energy Association (UWEA), the EBRD, the European Commission and partners from Green Deal Ukraine.
Digital Register of Renewable Energy Facilities
A digital register of renewable energy facilities was launched in Ukraine. The register contains an interactive map with up-to-date information on renewable energy facilities: type of generation, year of commissioning, installed capacity, location and operation status. The digital database is designed to increase the transparency of the renewable energy sector, provide quick access to information for authorities, businesses and the public, and facilitate strategic planning in the energy sector. The information in the registry will be regularly updated in cooperation with the transmission system operator, distribution system operators and RES electricity producers.
Transition to European Voltage Standard 230/400 V
On 1 July 2025, Ukraine officially launched a phased transition to the European 230/400 V voltage standard. The new standard complies with EU regulations (EN 50160) and should ensure stable operation of household appliances, reduce technical losses in the grid, improve energy efficiency and facilitate the integration of distributed generation. The transition will help harmonise Ukraine’s energy practices with those of the EU, which is part of the country’s commitments under the Association Agreement with the EU. The process will be carried out in stages, with the introduction of updated requirements for electrical equipment, regulations and infrastructure adaptation.
Roadmap for Separation of RES Surcharge from Transmission Tariff
On 25 June 2025, the Cabinet of Ministers approved Resolution No. 612-p, which approved the Roadmap for the gradual separation of the renewable energy surcharge from the electricity transmission tariff. This is the first systemic step towards a transparent model of financing “green” generation. Until 1 January 2030, support for existing RES producers will remain part of the transmission tariff, but from 1 July 2026, new participants, including the winners of “green” auctions, will be paid through a separate surcharge. The mechanism is administered by the transmission system operator, which collects funds and transfers them to the guaranteed buyer and universal service providers for settlements with producers.
New Rules for the Use of Thermal Energy
On 18 June 2025, the Resolution No. 888 NEURC adopted, by which it approved new Rules for the Use of Thermal Energy. The new rules guarantee access to heat supply systems, regulate the rights and obligations of the parties, settlements and dispute procedures, and introduce standard contracts and a competitive model involving independent producers. The resolution is currently in the process of entering into force.
NEURC Decisions on Distribution Systems and Market Support
On 24 June 2025, the NEURC held a meeting to adopt a number of resolutions, including amendments to the Distribution Systems Code to restrict access to networks, draft amendments to resolutions No. 899, 1009, 1175 and 981, and agreed on the rules for intraday distribution and the structure of transmission capacity between Ukraine and Moldova. In addition, the cost of services to support the growth of the share of renewable energy for May 2025 was approved and the list of special accounts for market operators was amended.
