GOLAW at the ReBuild Ukraine conference: new ideas for rebuilding Ukraine's energy sector

On November 13-14, Warsaw hosted one of the most important events in the energy sector — the international conference ReBuild Ukraine. The event brought together leading experts, representatives of governments, businesses, international financial organizations and energy associations who worked together to create effective solutions for Ukraine’s energy security and recovery.

One of the key focuses of the conference was the discussion of ways to develop renewable energy in the post-war recovery. Participants presented innovative mechanisms for attracting investment, shared successful project implementation cases, and sought answers to the question of how to make the Ukrainian energy system more sustainable and independent.

Partner at GOLAW Oleksandr Melnyk spoke at the conference. He presented the concept of the Commercial Risk Insurance Fund, developed by the European-Ukrainian Energy Agency jointly with the Ukrainian Wind Energy Association.

This instrument is aimed at protecting investors in the renewable energy sector from fluctuations in the energy market. The Fund should become a key factor in attracting international financial resources and accelerating the development of renewable energy in Ukraine. Oleksandr emphasized that the introduction of such a mechanism will reduce risks for business, increase the stability of the investment climate and increase the capacity of renewable energy sources, which play a crucial role in the restoration of the country’s energy sector.

Senior Partner at GOLAW Sergiy Oberkovych took an active part in the conference as a participant, contributing to key discussions. He participated in the discussions on changes in regulatory policy, investment prospects and introduction of new technologies. His participation emphasized the importance of a dialogue between lawyers, business and government to create a favorable environment for energy development.

The conference demonstrated that renewable energy is not only environmentally sound, but also strategically necessary. Ukraine has set an ambitious goal of doubling its renewable energy capacity by 2030. This will be made possible by new instruments such as risk insurance, simplified regulatory procedures, and cooperation with international partners.

Investments in biofuels, solar, and wind energy are striking examples of project implementation. Despite the difficult conditions of the war, international financial institutions and private companies are actively supporting these initiatives, demonstrating the power of innovative solutions.
