U.S.-Ukraine Reconstruction Investment Fund begins work on projects and launches application portal

On 18 December 2025, the Ministry of Economy, Environment, and Agriculture of Ukraine officially announced the completion of the preparatory phase of the U.S.-Ukraine Reconstruction Investment Fund and confirmed the Fund’s readiness to work with investment projects in 2026.

The Fund’s investment strategy focuses on projects and companies in the following priority areas: critical minerals, energy, transport and logistics, ICT, and emerging technologies.

On 7 January 2026, the online portal for submitting project proposals was launched.

The portal is intended for submitting project proposals seeking financing from the Fund. During its initial years, the Fund plans to prioritise equity investments and equity-like instruments.

Applicants submit initial project information through the portal, after which the Fund decides whether to proceed with further consideration of the application.

If there is interest, the applicant is contacted to clarify details and to request additional materials (including the financial model, project structure, confirmation of readiness for implementation, information on partners, etc.).

Project evaluation also includes an analysis of key risks and risk-mitigation approaches; requirements and instruments may vary depending on the sector, project stage, and financing structure.

Submission of project proposals is carried out via the Fund’s official website.
