The Cabinet of Ministers approved a draft law on the implementation of EU legislation in the field of renewable energy sources
Despite the large-scale energy crisis, systematic missile attacks on energy infrastructure and significant destruction of generation capacities, Ukraine’s focus on joining the European Union and harmonising national legislation with European standards remains a priority.
On 28 November 2025, the Cabinet of Ministers of Ukraine approved a draft law “On Amendments to Certain Laws of Ukraine Regarding the Implementation of European Union Legislation in the Field of Renewable Energy Sources”.
The document, prepared by the Ministry of Energy, aims to harmonise national legislation on RES with European standards. Its development and adoption is mandatory under the Treaty establishing the Energy Community and is also an important step in the implementation of the Ukraine Facility plan.
The draft law proposes the following changes:
- terminology in the field of RES will be unified in accordance with EU legislation;
- new provisions for calculating the share of energy from RES and new rules for setting national targets will be introduced;
- the concepts of renewable energy communities will be clarified, as well as the specifics of their functioning;
- the basic principles for conducting permitting procedures for RES projects will be introduced in accordance with the provisions of European legislation;
- provisions on mechanisms for statistical transfers with EU member states, implementation of joint projects and RES support schemes will be enshrined;
- provisions for the creation of special zones for the development of renewable energy, energy storage facilities and network infrastructure will be implemented;
- the criteria for sustainability and greenhouse gas emission reductions for biofuels, bioliquids and biomass fuels will be clarified.
It is important to note that the draft law implements the requirements of Directive (EU) 2018/2001 on renewable energy sources and other EU regulations related to the promotion of green generation and energy security.
EU-harmonised terminology, updated rules for calculating the share of RES, renewable energy communities and special zones for project implementation create a more transparent and predictable regulatory landscape for business. That is why this draft law could become a key prerequisite for the resumption of large-scale investments in Ukraine’s green energy sector, stimulating both national and international capital.
The adoption of the draft law by the Cabinet of Ministers was only the first step. After technical refinement, the document was officially submitted to the Verkhovna Rada, where it has already been registered under No. 14271 dated 03.12.2025. The draft is currently under consideration by the relevant committees, which are actively working on its content. The bill has all the prerequisites to be adopted in the near future, opening a new stage in the development of the renewable energy market in Ukraine.
