New quarantine rules in Ukraine: things to know

The Cabinet of Ministers of Ukraine has adopted the new quarantine restrictions to prevent the spread of COVID-19. The respective restrictions shall come into the force on September 20, 2021. The changes introduce, in particular, significant benefits for vaccinated citizens as well as regulation of the validity and use of international, domestic and foreign COVID-certificates.

The Parliament’s Resolution prescribes that COVID-certificates will be available in two forms: yellow or green certificate. Such certificates will also contain information about vaccination, a negative test result (valid for 72 hours) or recovery from COVID-19. The so-called “yellow” certificate will be accessible to individuals who have received a single dose of coronavirus vaccine. The “green” certificate will be issued for people who have received a full course of vaccination.

As well as earlier, the whole territory of Ukraine (or separate regions in certain cases) may be divided into four levels of epidemic danger (depending on the epidemic situation in the country or separate regions): “green”, “yellow”, “orange” and “red”.

Quarantine restrictions depending on the established level of epidemic danger

Green level

In the regions with «green» level of epidemic danger, the following activity shall be prohibited:

  • to stay in public buildings and structures, public transport without wearing personal protective equipment (respirators, protective masks etc.);
  • to leave places of self-isolation and observation without permission;
  • to hold mass (cultural, sports, entertainment, social, religious and other) events without personal protective equipment (protective masks or respirators) worn by all participants and organizers of the event. This restriction does not apply to participants having one of the following documents:
  • a document confirming receiving of a full course of vaccination;
  • international, domestic COVID-certificate confirming: vaccination against COVID-19, a negative test result or recovery from COVID-19;
  • a foreign certificate of green or yellow color, or confirming a negative test result, or recovery of a person from COVID-19, the validity of which can be confirmed, in particular, by the mobile application “Diia”.
  • transportation in passenger transport more people than the number of seats;

Yellow level

In addition to the «green» level restrictive measures, the following activity shall be prohibited in the regions with «yellow» level of epidemic danger:

  • holding mass (cultural, sports, entertainment, social, religious and other) events with the participation of more than one person per 4 m2 of building area or territory;
  • activity of cinemas, other cultural institutions and other entities carrying out their activity in the field of culture with occupancy more than 50% of the seats;
  • placing visitors in public catering establishments without keeping a distance between the seats at least 1,5 meters and more than four people at one table;
  • activity of entities providing accommodation services (except hotels, sanatoriums, institutions providing social services, rehabilitation institutions for people with disabilities and children with disabilities, etc.);
  • work of gyms, fitness centers (if there are more than 1 person per 10 m2);

The above restrictions for the yellow level of epidemic danger are not applicable if all participants (visitors), and at least 80% of the organizers of the event (employees) have one of the following documents:

  • a document confirming receiving of a full course of vaccination;
  • international, domestic (or foreign) COVID-certificate of green or yellow color or confirming: either a negative test result or recovery from COVID-19, the validity of which can be confirmed, in particular, by the mobile application “Diia”.

Orange level

In the regions with the «orange» level of epidemic danger the same restrictive measures as for the regions with «yellow» level of epidemic danger shall apply, however with the following additions:

  • strengthened measures to control compliance with the established restrictive measures and possibility of health care facilities to accept patients with COVID-19;
  • identification and registration of COVID-19 suspected persons.

Also, additional restrictive anti-epidemic measures, which are not prescribed for territories with “yellow” level of epidemic danger may be established on the territory of separate territorial communities within the “orange” regions.

Red level

In addition to the «green» level restrictive measures, the following activity shall be also prohibited in the regions with «red» level of epidemic danger:

  • operation of catering establishments (bars, restaurants, cafes, etc.), except for targeted delivery and takeaway orders;
  • operation of shopping malls and other entertainment establishments, cinemas, theaters, etc.;
  • operation of non-food markets and shops, gyms, swimming pools and fitness centers;
  • work of educational institutions, except institutions where 100% of employees have green COVID-certificates;
  • holding mass events, except official sports events and matches of team kinds of sport without spectators;
  • work of cultural institutions, except historical and cultural reserves, making video and film records;
  • regular and irregular transportation of passengers by road and rail within the respective regions (only by the separate decision of the regional commission on technogenic and ecological safety and emergencies);
  • accommodation services (hostels, hotels, etc.).

The above restrictions for the red level of epidemic danger are not applicable if all participants (visitors, users), and 100% of the organizers of the event (employees of the institution, market) have one of the following documents:

  • a document confirming receiving of a full course of vaccination;
  • international, domestic (or foreign) COVID-certificate of green color or confirming: either a negative test result or recovery from COVID-19, the validity of which can be confirmed, in particular, by the mobile application “Diia”.

Restrictions on the entry of foreigners and stateless persons into the territory of Ukraine

In order to enter the territory of Ukraine, foreigners and stateless persons must have the insurance policy (certificate) covering the costs related to the COVID-19 treatment, observation, and which shall be valid for the period of stay in Ukraine and one of the following documents:

  • negative PCR or rapid test result, obtained no more than 72 hours before crossing the state border of Ukraine;
  • a document confirming receiving of a full course of vaccination;
  • foreign COVID-certificate confirming: vaccination against COVID-19 with one or more doses of vaccines, negative PCR test result or recovery from COVID-19;

The above requirements are not applicable to children under age of 12 years, people permanently residing in Ukraine, employees of diplomatic missions and consular posts, drivers and crew members of trucks, buses, air and sea ships, etc.

In addition, all foreigners and stateless persons who are subject to self-isolation are required to install and activate the mobile application “At Home” in order to enter the territory of Ukraine. In case installation of this mobile application is impossible, the person is subject to observation.

List of people who are subject to mandatory self-isolation

  • people who contacted a patient with a confirmed case of COVID-19;
  • people with suspected infection or with a confirmed COVID-19 diagnosis in the mild form, in case the person does not need  hospitalization;
  • people crossing the state border to enter Ukraine (the restriction is not applicable, in particular, to people having document confirming receiving of a full vaccination course or certificate confirming vaccination with one or more doses of vaccines);
  • people arriving from the temporarily occupied territories (except certain categories of citizens);
  • people with confirmed COVID-19 diagnosis, discharged from a health care facility, until recovery;

Self-isolation or observation related to the crossing of the Ukrainian state border shall be not applicable or shall be terminated in case of receiving a negative PCR or rapid test result, which was conducted after crossing the state border.
